I suspect it's a feedback loop, myself. I don't think regulation produces 
wealth; I think regulation produces fear of getting caught, which produces 
mostly-honest-behavior which produces transparency and permits people to do 
business in an atmosphere of at least moderate trust -- which produces wealth.

Which came first, wealth or regulation? I suspect they developed in tandem.
